The RIBIE'98 Congress constitutes the main forum for the countries where Spanish and Portuguese languages are spoken to discuss their works, applications and research in the field of the Educational Informatics; an umbrella term that involves a variety of disciplines with a lot of crossovers, having in common their applicability to Education. Among them: Computer Science, Information Science, Telematics, Telecommunications, Multimedia, Robotics and Artificial Intelligence.
RIBIE'98 will offer an international forum for discussion of the current and future status of Education and Informatics, with special emphasis in the Latin-American countries and those of the Iberian Peninsula, which share not only historic links, but also show increasing signs of integration in the cultural and economic aspects. This Congress will be a forum for: analyzing experiences and trends at the regional, national, and international level in the introduction and use of the New Technologies of Information and Communication (NICT); exploring the more recent developments in the NICT and their applications in Education; reviewing the results of current research in regard to the impact of these technologies on human learning -in different levels and areas; discussing the problems of Educational Policy with respect to the participation of the NICT in the improvement of access, equity and quality of Education. Finally, it is expected that some recommendations arise for institutions, governments and international organizations about the future of the NICT in Education.
The great number of research and development groups from different countries participating in RIBIE, as well as the auspicious trajectory of this organization in three congresses - Santo Domingo (1992), Lisbon (1994) and Barranquilla (1996) guarantee the success of this event. Other factors also contribute in this direction. Among them, it is highlighted the important role of Brazil -the host country of the 1998 edition- in the field of Informatics in Education. It is estimated that approximately 1.000 participants will attend this event.
